Thermal/Sac EHV debaucle aftermath

Soooooooo..... No one was penalized for ignoring protocols and mandates coming out of Thermal and going to shows? Cox, Mahaffy, Milo? I heard USEF found that no one was liable for a horse death at LAEC because of non-compliance. But that doesn't cover the fact that rules were broken.
